The deal was struck during negotiations on a related funding request for the government's fiscal 2021 budget, which begins in April. The planned move will be the largest reduction in primary class size in about 40 years. The Ministry of Education has proposed smaller classrooms in its 2021 budget request to mitigate the risks of coronavirus and make it easier to learn using computers. Members of the National Association of Governors also demanded smaller classes. As for public high schools, the ministry has pledged to cut the maximum number of students per class from the current 40 to 30.
